Hero Stat Question

Quick question on hero stats:

When you buy a hero above level one, are the stats it has considered its base, or if I use holy water, will it reset any points?

Example:

If I buy a hero at level 5 who's stats are 53 60 20, and I use holy water, will it lose 5 stats to one of those, or do they not get effected?

To my knowledge, if you reset a level 1, you should gain a stat point, but lose one in another catagory.  From what I remember, I had a level 1 68 attack hero.  I reseted her, and I gained 1 stat point. Gem would know more, you can wait for him to reply.
Ill test in game tomorrow.

For your example, you would lose 5 points in the various categories, but gain 5 to put into other stats.

Those stats are not considered base.

For your example:

If I bought a hero level 5, who is 53 60 20, and I use holy water, a total of 5 attribute points will be deducted from either 53 60 20 or all of them. It randomly takes away 5 attributes in which you may use on your hero.

Potentially, if I had a level 5 hero with 70 attack, I could end up with a level 5 hero with 75 attack if I were lucky.

Does that make sense? Feel free to ask more.

another hero stat question:

politics makes for better resources and build times when attrib to your mayor. does the high attack for faster training of troops have to be the mayor also or just as long as you have a hero in the inn with the stat. guess what im saying is should my mayor have all high stats? I have been building up his politics but his attack is dismal.

The high attack hero has to be the mayor for faster training. 
BUT, your main mayor should NOT have all high stats.  Your main hero should be your Politics hero, but you should switch your mayors when building troops/researching.  Switch to your highest Attack Hero for building troops, and your highest Intelligence Hero for researching, and leave your Politics Hero as your mayor for the rest of the time.

everyday I'm learning somthing new, means that everyday Im changing my strategy.

also If I change the mayor or upgrade stats it doesnt affect training/building that is allready in progress correct?

If you upgrade your mayor during building, it does not affect the building in progress.

In terms having a hero as mayor...

POL = gathering resources, affects building times, AND building defensive structures on your wall (archer towers, traps, abatis, etc.)

ATT = training soldiers, defensive battles

INT = effects research in the academy

If I'm going to reserch in the academy and its going to take many hours, Do I have to leave my intel mayor in office till reserch is done or can I change him once reserch starts?  Thanks

once you have started your research you change back to your political hero just need each one while your setting up the research or training

Sorry - this is not an answer to any question.  I can't figure out how to post my own question so i'll have to ask it here.

Does sending an intel hero with your scouts help in any way the amount or accuracy of the information you receive?   If it does, why doesn't scouting missions increase the intel hero's experience?  I have to send my intel hero on attack missions to increase his experience.
